1. Industrial layout and project establishment
(1) Enterprises and projects in the lithium-ion battery industry shall comply with the national resource development and utilization, environmental protection, energy conservation management and other laws and regulations, comply with the national industrial policy and relevant industry development planning and layout requirements, and comply with the local overall planning for land use and overall urban planning. (2) In areas where the construction of industrial enterprises is prohibited by laws and regulations, such as basic farmland protection areas, nature protection areas, drinking water source protection areas, and ecological function protection areas as determined by national laws, regulations, and plans or approved by the people's governments at or above the provincial level. Lithium-ion battery industry projects shall not be constructed. Existing enterprises in the above-mentioned areas should gradually move out.
(3) Strictly control new projects in the lithium-ion battery industry that simply expand production capacity and have low technical levels. For new construction, renovation and expansion projects that are really necessary to promote technological innovation, improve product quality, and reduce production costs, the competent industry authorities shall strengthen the organization and demonstration in accordance with relevant regulations.
2. Production scale and process technology
(1) Enterprises shall meet the following conditions: legally registered and established within the territory of the People's Republic of China, with independent legal person status; independent production, sales and service capabilities of related products in the lithium-ion battery industry; high-tech enterprise qualification or independent research and development at or above the provincial level Institutions and technology centers; the main products have technical invention patents.
(2) The enterprise shall meet the following scale requirements:
The annual production capacity of batteries is not less than 100 million watt-hours;
The annual production capacity of cathode materials is not less than 2,000 tons;
The annual production capacity of anode materials is not less than 2000 tons;
The annual production capacity of diaphragm is not less than 20 million square meters;
The annual production capacity of electrolyte is not less than 2,000 tons, and the production capacity of electrolyte is not less than 500 tons.
When the enterprise declares, the actual output of the previous year is not less than 50% of the actual production capacity.
(3) Enterprises should adopt production technology and equipment with advanced technology, energy saving and environmental protection, safety and stability, and high degree of automation. Automation equipment should be used in key processes such as electrode manufacturing and electrode winding or lamination. Environmental conditions such as temperature are controlled, and an organic solvent recovery system is provided. The technology, equipment and related supporting facilities shall meet the following requirements:
1. It should have the ability to detect metal harmful impurities such as iron, zinc, copper and other metal positive and negative materials of the battery, and the detection accuracy is not less than 1ppm;
2. There should be coating thickness and length detection means, the measurement accuracy of coating thickness is 2μm, and the measurement accuracy of coating length is not less than 1mm;
3. It should have the ability to sample and detect the burrs generated after the battery electrode is sheared, and the detection accuracy is 1 μm;
4. It should have the ability to sample and detect the moisture content of the battery electrodes after drying, and the detection accuracy is 10ppm;
5. It should have the ability to sample and detect the alignment of battery electrodes after winding/lamination, and the detection accuracy is 0.1mm;
6. It should have the ability to detect the internal short circuit on-line after the battery is assembled (such as using HI-POT test);
7. For the constituent batteries of the multi-cell battery pack, it should have the capability of online detection of open circuit voltage and internal resistance, and the detection accuracy should be 1mV and 1mΩ respectively;
8. It should have the function of protection board for online detection.
3. Product quality and performance
The quality of the products of the enterprise must meet the relevant national or industrial standards, and should pass the tests required by the United Nations "Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria", Section III, Section 38.3. Enterprises are encouraged to formulate corporate standards that are higher than the national or industrial standards. Enterprises should establish a quality management system and pass the certification, and establish a corresponding product quality traceability system. Equipped with quality inspection department and full-time inspectors.

Lithium-ion battery manufacturing enterprises must have the electrical performance and safety testing capabilities specified in relevant standards, and enterprises are encouraged to be equipped with environmental adaptability testing instruments and equipment, and have battery environmental adaptability testing capabilities.
(1) Battery
1. The energy density of consumer single battery is ≥150Wh/kg, the energy density of battery pack is ≥120Wh/kg, and the volume energy density of polymer single battery is ≥550Wh/L. Cycle life ≥ 400 times and capacity retention rate ≥ 80%.
2. Power type batteries are divided into energy type and power type, among which the energy density of the energy type single cell is ≥120Wh/kg, the energy density of the battery pack is ≥85Wh/kg, the cycle life is ≥1500 times and the capacity retention rate is ≥80%. (2) Positive electrode material
The specific capacity adopts the evaluation result of the button type 2032 battery, and the cycle life adopts the evaluation result of the 18650 type.

2. Lithium manganate specific capacity ≥95Ah/kg, magnetic impurity content ≤100ppb, cycle life 300 times and capacity retention rate ≥80%.
3. The specific capacity of lithium iron phosphate is ≥140Ah/kg, the cycle life is 800 times and the capacity retention rate is ≥80%.
4. The specific capacity of the ternary material is ≥150Ah/kg, the content of magnetic impurities is ≤100ppb, the cycle life is 300 times and the capacity retention rate is ≥80%.

(3) Negative electrode material
The specific capacity adopts the evaluation result of the button type 2032 battery, and the cycle life adopts the evaluation result of the 18650 type.
1. The specific capacity of carbon (graphite) material is ≥320Ah/kg, the content of magnetic impurities is ≤100ppb, the cycle life is 300 times and the capacity retention rate is ≥85%.
2. The specific capacity of lithium titanate material is ≥150Ah/kg, the content of magnetic impurities is ≤100ppb, the cycle life is 1000 times and the capacity retention rate is ≥80%.
3. The specific capacity of silicon carbon material is ≥400Ah/kg, the content of magnetic impurities is ≤100ppb, the cycle life is 300 times and the capacity retention rate is ≥80%.
4. Amorphous carbon anode materials (including soft carbon and hard carbon) have a specific capacity of ≥250Ah/kg, an initial efficiency of >80%, a cycle life of 1000 times and a capacity retention rate of ≥80%.

4. Comprehensive utilization of resources and environmental protection
(1) The land used by enterprises and projects shall comply with the land use standards promulgated by the state, strictly protect cultivated land, and use land economically and intensively.
(2) The production equipment, process energy consumption and products of the enterprise shall meet the requirements of various national energy conservation laws, regulations and standards. Enterprises should set up full-time energy-saving positions, formulate product unit consumption indicators, and formulate energy consumption accounts.
(3) The environmental impact assessment system shall be strictly implemented for new construction, reconstruction and expansion projects, and enterprises and projects that have not passed the environmental impact assessment examination and approval shall not start construction. According to the requirements of environmental protection "three simultaneous", enterprises or projects supporting the construction of environmental protection facilities should apply for environmental protection acceptance of the completion of the project in accordance with the law, and can only be put into production and operation after the acceptance is passed. Before the approval of the environmental impact assessment document, the total discharge index of major pollutants must be obtained. An enterprise should have a sound enterprise environmental management organization, formulate an effective enterprise environmental management system, establish an enterprise environmental protection account, regularly conduct cleaner production audits and pass the evaluation and acceptance.
(4) The enterprise shall comply with the requirements of environmental protection laws and regulations, obtain a pollutant discharge permit in accordance with the law, and discharge pollutants in accordance with the requirements of the pollutant discharge permit. The discharge of waste gas and waste water shall comply with the national and local air and water pollutant discharge standards and total control requirements; the generated industrial solid waste shall be stored, disposed of or comprehensively utilized in accordance with the law.
(5) The enterprise shall formulate a self-monitoring plan, carry out monitoring work and disclose monitoring information as required in accordance with the requirements of the environmental impact report (form) and its approval, national or local pollutant discharge (control) standards, and environmental monitoring technical specifications.
(6) Enterprises should strengthen the prevention and control of environmental risks, formulate contingency plans for environmental emergencies, report in a timely manner and effectively respond to environmental emergencies caused by the normal discharge of waste gas and waste water.
5. Safety management
(1) The construction of enterprises and projects shall comply with the requirements of relevant laws, regulations and standards such as the "Safety Production Law". When the relevant requirements are inconsistent, stricter safety standards or specifications shall be implemented.
(2) The enterprise establishes a safety management department and full-time safety positions, strengthens employee safety production education and training and hidden danger investigation and management, establishes, improves and implements the safety production responsibility system, establishes a corresponding safety ledger system, and has product safety and quality traceability means, It has control measures for the safety of key raw materials, the quality of key components, and the key process links of products. Carry out the standardization construction of safety production and reach the third level or above.
(3) The design, production, storage, transportation and use, and recycling of batteries of enterprises should comply with relevant regulations, safety requirements and standards, and actively adopt corresponding safety control measures in each link, and pass relevant safety certifications for lithium-ion batteries. Lithium-ion batteries transported by air shall comply with the relevant requirements of the International Civil Aviation Organization's "Technical Rules for the Safe Air Transport of Dangerous Goods" and the Civil Aviation Administration of China's "Regulations on the Administration of the Transportation of Dangerous Goods by Civil Aviation in China", and comply with the "Lithium Batteries Air Transport Specifications" (MH/ T 1020) and "Air Transport Lithium Battery Test Specification) (MH/T 1052).
(4) Enterprises should take necessary fire prevention, explosion-proof, ventilation and other measures for dangerous places that may cause fire, explosion, smoke, etc., provide relevant personal protective equipment, and formulate training and assessment systems for relevant personnel.
6. Health and Social Responsibility
(1) Enterprises shall comply with relevant laws, regulations and standards such as the Law on the Prevention and Control of Occupational Diseases.
(2) Enterprises shall implement occupational disease hazard prevention and control measures in accordance with the law, have detection, assessment, monitoring measures and emergency plans for major hazard sources, and be equipped with necessary equipment and equipment.
(3) Enterprises shall abide by the relevant laws and regulations of the state, participate in various insurances such as pension, unemployment, medical care, work-related injury, etc. in accordance with the law, and pay relevant insurance fees in full for employees.
7. Supervision and Management
(1) Newly-built, renovated and expanded enterprises and projects shall meet the requirements of this specification.
(2) If the existing enterprises and projects do not meet the standard conditions, according to the requirements of industrial transformation and upgrading, and under the guidance of the national industrial policy, through mergers and reorganizations, technological transformation and other means, meet the requirements of the standard conditions as soon as possible.
(3) The management of investment, land supply, environmental impact assessment, energy conservation assessment, quality supervision, safety supervision, and financing of enterprises and projects shall be based on the conditions of this specification. Enterprises and projects that do not meet the conditions of this specification will not be supported by policies such as aviation and logistics transportation of related products, export tax rebates, and domestic application support.
(4) The enterprise voluntarily prepares the application materials according to the conditions of this specification, and submits it to the Ministry of Industry and Information Technology through the provincial competent department of industry and information technology according to the territorial principle. The competent departments of industry and information technology at all levels, together with relevant departments, shall supervise and inspect the implementation of the conditions of this specification by local enterprises. The Ministry of Industry and Information Technology organizes industry institutions and testing institutions to inspect enterprises, regularly announces the list of enterprises that meet the conditions of this specification, and organizes relevant institutions to conduct random inspections of announced enterprise products from the market in conjunction with relevant departments, and implement social supervision and dynamic monitoring.
(5) If an announcement enterprise has the following circumstances, its announcement qualification will be revoked:
1. There is fraudulent behavior in filling in the information;
2. Refuse to accept supervision and inspection;
3. Unable to maintain normative conditions;
4. A major safety and pollution liability accident occurs;
5. Violation of laws, regulations and national industrial policies.
If the declaration enterprise has falsified the information submitted, its application documents will not be accepted within two years.
If the Ministry of Industry and Information Technology revokes the announcement qualification, it shall notify the relevant enterprises in advance and listen to the statements and defenses of the enterprises.
(6) Relevant industry organizations, research institutions, and testing institutions shall assist the competent industry authorities in the implementation, supervision and inspection of the conditions of this specification, and organize enterprises to strengthen coordination and self-discipline management.
8. Supplementary Provisions
(1) The conditions of this specification are applicable to all types of upstream and downstream manufacturers in the lithium-ion battery industry within the territory of the People's Republic of China (excluding Taiwan, Hong Kong, and Macau), including cathode materials, anode materials, separators, electrolytes (including electrolytes), batteries and other enterprises. The batteries mentioned in the conditions of this specification usually include single cells (cells) and battery packs (including battery systems) unless otherwise specified.
(2) If the laws and regulations, national standards and industry policies involved in the conditions of this specification are revised, they shall be implemented in accordance with the revised provisions.
(3) In addition to meeting the requirements of this specification, the lithium-ion power battery for automobiles must also meet the requirements of the "Regulations for the Automotive Power Battery Industry".
