On January 16th, the official website of the Standards Committee announced that in order to improve the safety level of lithium-ion batteries in consumer electronic products such as mobile phones, laptops, tablets, and power banks, and better protect consumer health and safety, the Standards Committee recently released the "Safety Requirements for Lithium ion Batteries and Battery packs for Portable Electronic Products" (GB 31241-2014) standard announcement, and published the full text of the standard in the mandatory standard disclosure column. This standard will be implemented from August 1, 2015.
This standard mainly specifies the requirements and testing methods for electrical safety, environmental safety, and mechanical safety of lithium-ion battery cells and battery packs under normal use, reasonable and foreseeable misuse and abuse conditions. According to the testing indicators, the testing items of the battery pack not only include general safety requirements (safety working parameters, identification requirements, warning instructions, durability), but also include more than 30 tests such as environmental testing of the battery pack, electrical safety testing of the battery pack, safety testing requirements for the battery pack protection circuit, and safety requirements for the system protection circuit.
This standard fully references and draws on mature testing methods from relevant international and foreign standards (UN, IEC, UL, etc.), and has revised and improved testing methods such as heat abuse testing, overcharging testing, and drop testing. New testing requirements have been added, such as protection circuit testing, high-temperature use testing, and material flame retardant requirements. The innovative content of standards such as heat abuse testing and protection circuit testing has been adopted by relevant international standards.
The introduction of this standard will be of great significance for improving the safety of lithium-ion battery products themselves, as well as related products such as "power banks" with lithium-ion batteries as key components.
