On June 24, the Yunnan Institute of China Energy Planning and Design Group and the Ministry of Energy and Mines of Laos jointly signed a memorandum of technical cooperation (MOC) on the research and development of the master plan for solar and wind energy development in the Lao People's Democratic Republic in Kunming. Deputy Minister of the Ministry of Energy and Mines of Laos, Mr. Shawar Bhupa attended the signing ceremony. Chansavat Bupa said that Laos is a country rich in water conservancy resources and is known as a powerful country in hydropower. At present, Laos' total installed power capacity is 7,213 MW, of which hydropower accounts for 80%, thermal power accounts for nearly 20%, and photovoltaic and wind power account for a small proportion. The signing of the memorandum of cooperation between the two parties is of great significance. It is hoped that the Yunnan Institute will provide strong technical support to promote the rapid and orderly development of solar and wind energy resources in Laos. Before signing the contract, the Yunnan Institute conducted in-depth and effective communication with the Renewable Energy Research Institute of the Ministry of Energy and Mines of Laos. The two parties reached an agreement on the content of cooperation. They will carry out planning cooperation and rationally plan photovoltaic and wind energy projects based on the distribution conditions of solar and wind energy in Laos. Scientific site selection and orderly development will further enhance investors’ confidence in Laos’ photovoltaic and wind energy projects and promote the early implementation of related projects.
