Recently, the Ministry of Science and Technology issued the "Notice on the 2019 Project Application Guidelines for Key Special Projects such as the National Key R&D Program "Renewable Energy and Hydrogen Energy Technology"" covering "Renewable Energy and Hydrogen Energy Technology" and "Nuclear Safety and Advanced Nuclear Energy Technology". There are four key projects: "Broadband Communications and New Networks" and "Optoelectronics and Microelectronics Devices and Integration". Among them, the "Renewable Energy and Hydrogen Energy Technology" Key Special Project 2019 Annual Application Guidelines ("Referred to as the "Declaration Guidelines"), the overall goal of the key projects is to significantly enhance my country's independent innovation capabilities in renewable energy, strengthen wind power, photovoltaics, etc. Leading international technology; mastering efficient utilization technologies such as solar heat, geothermal energy, biomass, and ocean energy; promoting the development and industrialization of hydrogen energy technology; supporting large-scale renewable energy power generation at affordable grid grids, large-area regional heating, and large-scale substitution of fossil fuels , laying the foundation for energy structure adjustment and response to climate change. The "Application Guide" has set up a total of 6 innovation chains (technical directions) of solar energy, wind energy, biomass energy, geothermal energy and ocean energy, hydrogen energy, and renewable energy coupling and system integration technology, with a total of 38 key tasks and special implementation The cycle is from 2018 to 2022. It was also made clear that in accordance with the principle of step-by-step implementation and focused focus, 24 to 45 projects are planned to be launched in 6 technical directions in 2019, and the total estimated state allocation budget is approximately 438 million yuan. Funding for basic research projects is mainly based on central government funds. Enterprises are encouraged to participate in projects with common key technologies. Funds for research on common key technologies that have reached the stage of large-scale verification are mainly invested by enterprises. The key tasks of solar energy in the "Application Guide" include: R&D of key technologies and complete sets of high-efficiency and stable large-area perovskite solar cells, research and testing platforms for new structure solar cells, and R&D of key technologies of new solar cells; the key tasks of wind energy include: far-reaching Hai's high-power offshore wind turbines and key components are designed and developed, as well as key technologies for multi-field coupling performance testing and verification of large offshore wind turbines; the key tasks of biomass energy include: biological co-conversion of forest resources, alcohol fuel and value-added co-production technology, low Biomass gasification technology to synthesize mixed alcohol fuel, and biomass continuous preparation of high-quality biodiesel key technologies. The "Application Guide" covers the most key hydrogen energy tasks, with a total of 9, namely: automotive fuel cell membrane electrodes and batch preparation technology, automotive fuel cell air compressor research and development, automotive fuel cell hydrogen recirculation pump research and development, 70 MPa vehicle-mounted high-pressure hydrogen storage bottle technology, vehicle-mounted liquid hydrogen storage and supply technology, hydrogen purification technology for fuel cell vehicles, high-security solid-state hydrogen storage and supply technology for hydrogenation stations, key high-pressure filling equipment for 70MPa hydrogenation stations, and Hydrogen key component safety performance testing technology and equipment. They are all key technologies currently developing in the field of hydrogen energy and fuel cells.
