      The China Hydrogen Energy Alliance has organized more than 30 member units and more than 100 industry experts to form 6 writing groups and held more than 30 seminars. It took 8 months to compile this "White Paper", which proposes China's hydrogen Energy and fuel cell development roadmap.

      The "White Paper" believes that China is the world's largest hydrogen producer. It has initially estimated that the existing industrial hydrogen production capacity is 25 million tons per year. It has mastered some hydrogen energy infrastructure and a batch of core technologies related to fuel cells, and formulated and promulgated national standards86 The project has certain industrial equipment and fuel cell vehicle production capacity.

      At the same time, after years of research and development accumulation, China's fuel cell vehicles have formed an independent and characteristic electric-electric hybrid technology route and have undergone large-scale demonstration operations. As of the end of 2018, a total of 77 fuel cell models have been selected into the "Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles" announced by the Ministry of Industry and Information Technology (duplicate models are excluded), and small-scale full industry chain demonstrations have been implemented in Shanghai, Guangdong, Jiangsu, Hebei and other places. operation, laying a good foundation for large-scale commercial operation of hydrogen energy.

      In 2018, my country's hydrogen energy production was approximately 21 million tons. According to energy management, the converted calorific value accounted for 2.7% of the total terminal energy. In the same year, the China Hydrogen Energy Alliance was established, marking the beginning of large-scale commercial application of hydrogen energy in China.

      The "White Paper" analyzes that compared with developed countries, China still lags behind in terms of independent hydrogen energy technology research and development, equipment manufacturing, and infrastructure construction. In recent years, the industrialization of hydrogen energy and fuel cells in my country has gradually shown three distinctive characteristics: the accelerated layout of large-scale backbone energy and manufacturing enterprises, weak infrastructure that requires centralized breakthroughs, and significant regional industrial agglomeration effects. In terms of infrastructure, industrial chain companies are mainly distributed in fuel cell components and applications. The development of hydrogen energy storage, transportation and hydrogenation infrastructure is weak and has become a "stuck" link.

      According to statistics from the China Hydrogen Energy Alliance, it is expected that China’s hydrogen demand will reach 35 million tons by 2030, accounting for 5% of the terminal energy system.

      Gan Yong, former vice president of the Chinese Academy of Engineering and academician of the Chinese Academy of Engineering, believes that after several years of development, my country's hydrogen energy and fuel cell industry has achieved "from 0 to 1" development, and there is an urgent need to improve the development level of the industrial system. "Recent explosion accidents in several countries such as South Korea have drawn people's attention to hydrogen energy safety, which also highlights systemic problems." Gan Yong said, in addition, this field also faces problems such as high prices and imperfect industrial chains, which They are also related to technological innovation and the systematic promotion and planning of the entire industry.

      Therefore, the China Hydrogen Energy Alliance issued the "China Hydrogen Energy and Fuel Cell Industry Development Action Initiative", calling for adherence to strategic guidance to achieve high-quality development of the hydrogen energy and fuel cell industry; to strengthen technological innovation and support the independent development of the hydrogen energy and fuel cell industry; Improve the standard system to ensure the healthy development of hydrogen energy and fuel cell industries; explore pilot demonstrations to promote the orderly development of hydrogen energy and fuel cell industries; strengthen international cooperation to promote the coordinated development of hydrogen energy and fuel cells.
